New Affordable Access Coming January 2026!

We're excited to share that starting January 2026, Cole Harbour Place will be part of the Recreation Access Program, which is offered through the municipality's Affordable Access Program.

For several years, we've provided our own affordable access support, and now, all municipally owned recreation centres will move to one consistent program, helping to create equal access across the region.

What does this mean for you?
Eligible residents may receive 25%, 50% or 100% off:

Recreation programs

Facility memberships (1 month memberships, can be renewed each month)

For children, youth & adults

🟢 What's included?
All Cole Harbour Place programs are eligible except:
❌ Private swim lessons
❌ Personal Training sessions
❌ Birthday parties
❌ Programs offered by third-party providers (e.g., Dartmouth Dance Academy)
❌ Room & Ice rentals

📌How to Apply for Affordable Access

You can submit your application in three ways:

Submit in person to your local HRM operated Community Recreation Centre.

🔔Please note: Cole Harbour Place is not accepting applications at this time.

Just approved before January 2026?

Anyone APPROVED after December 1st, 2025, for APP can send an email to  bealsp@halifax.ca or Recreationaffordableaccess@halifax.ca indicating their preferred facility and the correct subsidy amount will be added to your account in a couple days. You will not have to re-apply to the program to add that subsidy. Anyone approved before December 1st, 2025 who wants to add the MDF subsidy must re-apply by sending in an application. HRM will accept it without the supporting documents as you would have already submitted them to be accepted.

📌Who can apply?
You're eligible if:
✔️ You live in the Halifax Regional Municipality
✔️ You can provide proof of financial need
✔️ You have not already paid for the program (no reimbursements, but you can apply for the next season!)
⚠️ The municipality may limit access when needed

📄What you need to provide:
👉 Completed application form
👉 One of the following proofs of financial need:

  • Notice of Assessment (18+)
  • Letter or stamp from Department of Community Services
  • Proof of Income Assistance
  • Child Tax Assessment (for children/youth under 18)
